well your celeron 400 has a 66 mhz bus. this means its multiplier is 6 (66 * 6 = 400), so to get it to 600 you will have yo increase the bus speed to 100 mhz. it might work, it most likely wont though (other than the very nice celeron 300s, few very easily allow you to just up the bus speed to 100 mhz).
of course if you manage to unlock you celeron or have an engineering sample (which is unlocked one), you could also adjust the multiplier and well play with that to while overclocking. however i dont think anyone has ever unlocked a celeron.

BTW EVERYONE! if you put an old 386 fan on your greenie chipset cooler, it'll drop almost 10F in temp
i was running 106-108 without and now running with the fan it's at 98 solid

How did you measure the temperature of the greenie?
I used to have a 486 fan, then I had a BlOrb, now I've got a GlobalWin LAC08 (which is very efficient, although it could look better)

if im correct MBM displays temps for the system temperature (if im right thats the chipset's temps)
if im wrong and it's something different, then my system temp went down 10F

all i know is when i put that fan on the greenie, the system temp wnet down by 10F
i don't know what the system temp actually is.. i jsut know it dropped considerably and now remains cooler than my cpu's
