Although it still uses an IRQ, I believe you would not be able to use the controller with the HPT-less BIOS. Sadly it is not possible to completely remove the HPT as you describe. I wish it was! I had my zip drive hanging off the HPT. Linux would happily still use the HPT, even with the RV BIOS. So...
