I am assuming that you are looking for the HPT366 drivers. Here's a link to the current Win9x driver set from HighPoint's WEB site:

If you would have paid $30 to have avoided the Win98 reinstall, then don't set yourself up for a repeat performance.
Go and buy a Promise/Maxtor ATA100/133 controller & retire the HPT366.

Those of us who have been killed by the notorious HPT366 more than once can only tell those of you who have been bit only once (or Less) - don't continue to use the HPT366 to run your O/S!!

What slot are you putting the USB 2.0 card in?

Cards in slots:

1- Blank, next to my 64meg AGP card - Nvidia GForce4-MX440
2- Yamaha Sound Card
3- Blank - USB output connections (4 each)
4- NIC
5 - USB 2.0 Interface Card

Also in the BIOS setup there is a setting for assigning IRQ's to USB should this be Enabled or Disabled?

A couple comments...

Make sure you are using the RU BIOS version.

PCI slots 4 and 5 share the same bus master control signal. You can't install two PCI cards that will occupy the same the bus master signal into both PCI slot 4 and 5 at same time.

The Assigned IRQ For USB option should be set to Enable.
