What verdion of the RU BIOS is it - v.1.25 or later is required.
The matching Win2K driver must also get loaded on boot up.

Well, the best solution is a Promise/Maxtor ATA100 or ATA133 controller.
If you must keep using the HPT 366, then there may be an issue with IRQ sharing from a card in slot3 (I believe). If you have open PCI slots, try moving what is in slot 3 to the empty.
