Just Ctrl-Alt-Del and go to the Performance tab. If there are two seperate graphs in the "CPU Usage History" section, they're both running. If you only have one graph, then only one CPU is being utilized.

Install the SETI commandline version into 2 different folders and run them simultaneously. Then each CPU will have it's own WU to crunch. That way, you'll be crunching 2 units in ~the same time it takes to crunch one.

Yes, that is by far the best way to utilize both CPUs. Also, you won’t load the processor(s) with useless GUI graphics.
