just my 2 cents:
Empty all PCI slots and try your TV card in any of them before adding other cards.
As was mentioned earlier... I would reinstall... or better.. first try a reinstall on a spare harddisk if you have any.
Why this way? I have had problems with my SBLive! Value card and my 3Com card. Found out that when it was one of these slots (can't remember which one anymore) it wasn't working.
Anyway... when removing all the cards and trying your TV card in any slots with a clean OS, your will eliminate most possibilities like incompatibility with other device drivers and IRQ's etc.
