What is your complete H/W setup - power supply, cards, drives, etc. ???
Are you overclocking? What O/S are you booting? Have you tried running the board out of the case?

When you say "to get it to boot" , is it crashing during use, or do you turn it off prior to the problem? I leave my systems on 7/24 & boot on lockups only. If locking up, is the hdisk LED lit up solid?

What BIOS version? I would advise you use the RU final, and focus on the voltage readouts for stability issues. Do you use any USB devices?
Have you used a different KB and mouse - these can block booting.

My Cele2-1100 would not work at all using the HPT366 controller. As soon as I put a Promise ATA100 card in the system it stabilized solid.
For the $25-30 cost of the Promise card to retire all devices from the HPT366, it could be a worthwhile investment. Good @108 FSB now.

My last thought is that you could have an issue with the physical mounting of the board in the case. Loosen all the mounting screws, and even remove the board, If it runs OK loose or outside case, new ideas. If not - it's ready to be chucked?

Try another PSU.. sounds like it's the PSU to me..
