Are you running stock fans right now? Or something more expensive?

I suggest clocking the processors back to stock speed, under-volt a tad, and then use a Fan RPM Adjuster program to slow them down a little bit.

Well, I've never tried. You could probably position one case fan to blow across the two (fan-less) Celeron heat sinks making it more quite than before…

I'm sure you will be able to lower the fan speed to a satisfactory level, if it's a barely active server than you won't have any problems.
