Could some caps be bad without looking like they are?
A solid............maybe :x
I located at least one source on the net that claims to have done(changed all caps) an entire board and tested each cap, finding ALL were beyond accptable tolarance and some were at only 10% of their rating.

After you get the 2nd board working you might examine the 1st more closely.

On a side note:
Does anyone know if you could dual a Mendocino on CPU2 with a properly moded P-III and NEO S370 adaptor in CPU1?
There are *almost* no bad BP6s. There are mostly bad caps.

No BP6s remaining

Before doing anything drastic, try swapping the two CPUs to see if it boots. I've seen posted that this fixed some problems with dual setups.
