Try juggling around your PCI cards. Some of the PCI slots share IRQs, and not all devices are capable of doing that (and even if they are, most don't like it). Just note that windows doesn't like this too much and will reinstall drivers every time you move a card.

NT is a decent OS. For workstations it's pretty good. Still don't trust it for servers, but then I'm paranoid.

P3-xxxEs are coppermines @ 100mhz bus. A P3-xxxEB would be a coppermine with a 133mhz FSB (hence the B).

As for p3s they're SMP-enabled. Earlier steppings with coppermines (cA_) had some issues, but cB0 and on work fine.

Pop everything out save one CPU, your vid card, and a stick of memory. Then try again. If no response, try the other CPU, then repeat with both CPUs in different sockets. Better hurry up and wait for OBE. It's going to be a while before it's stable. As for BE itself, it's a nifty OS, just not one with a whole lot of applications.

If you're going to lightly load a Sun with web-serving duties, yes, it will perform horribly. They're meant to shovel data, not make tight little loops.

It will handle anything that it can address. That number is ~137GB. You need ATA133 with its extended addresses scheme or SCSI to go higher.

The fdisk /mbr doesn't alter the addressing/partition data in the partition tables, it only rewrites the code used for booting. OS/filesystem issue. If the bios gets it right there's nothing wrong with the driver, controller, or interface. The only times I've seen OSes do this is when the drive has garbage in the MBR/partition tables or is wildly overclocked.

Check and make sure your floppy is set up properly in the bios. Also make sure the cable is plugged in the right way (if the seek light is on constantly, you have it upside-down).
